Position Specific Summary
The Parks Maintenance Superintendent position at the City of Tucson’s Parks and Recreation Department is responsible for the oversight of service delivery in the area of assignment, outlining the Parks Maintenance Division. goals and outcomes for staff and collaborates with internal and external stakeholders in department-wide initiatives.
Work is performed under the supervision of the Parks Maintenance Administrator. This position exercises supervision over Parks Maintenance personnel.
Duties and Responsibilities
Supervises division staff by managing job evaluations, performing disciplinary interventions, and coaching for division staff through work improvement plans (WIP) to ensure staff quality performance. Audits payroll reports to ensure division compliance with payroll rules and adherence to policies. Participates in recruitment of division staff by attending interviews and recruitment planning meetings as needed. Oversees employee development opportunities by evaluating new training modules and certifications available through industry providers. Maintains a catalog of certifications obtained by staff and renewal dates to ensure compliance with training guidelines.
Manages work order system by reporting, data analysis, overview of trends of work orders types and sources to allow decision-making, budget allocation, and staff resource validation. Analyzes trends in work order submissions and reasons in consideration with budget and resource limitations. Ensures customer reporting follow-up is in compliance with 311 expectations and guidelines to provide quality customer service.
Serves on the department strategic planning committee by providing recommendations and data and assists in the implementation of parks improvements. Leads subordinate staff in the implementation of new processes to ensure department strategic plan annual goals are met. Implements Parks Division improvement plans identified as priorities by department or city leadership.
Defines and maintains policies and procedures for the Parks Maintenance Manual to ensure accuracy. Reviews and researches industry standards and makes recommendations on updates for final approval and subsequent circulation to all Parks Maintenance staff. Prepares materials for Commission for Accreditation of Park and Recreation Agencies (CAPRA) Accreditation submittals occurring every 5 years to ensure department compliance with submission guidelines.
Engages with community needs by responding to community inquiries, complaints, and project proposals. Establishes survey tools to get customer feedback on the level of service satisfaction. Informs the public and media about interruption of parks services or closures in collaboration with the public information division.
Monitors budget and provides guidance to subordinate staff to ensure compliance with financial thresholds established by department leadership. Ensures division compliance with city policies regarding procurement, receipt of payment, reconciliation of p-cards, and allocation of expenditures in compliance with contracts. Identifies needs for new procurement contracts and drafts scope of work for procurement division and serves when needed on evaluation panels. Collaborates with procurement in making direct contact with vendors on performance issues. Reviews invoicing and compliance with established agreements.
Drives to various locations to perform monthly park condition assessments to ensure quality of service and amenities.
Performs all other duties and tasks as assigned.

Work Experience:
Five (5) years of directly related experience

Valid and unrestricted Arizona Class D Driver License - Arizona Department of Transportation - Motor Vehicle Division

Certifications and Licenses ISA Arborist Certification Certified Playground Safety Inspector Landscape certifications Pesticide Applicator License Horticulturalist Certification or License, Work Experience Understanding of the unique Arizona environment and maintenance practices for landscapes, trees, lawns and fields. Understanding of pest, weed, and fertilizer management programs appropriate for large-scale, public-facing open spaces such as parks. Experience with developing maintenance programs for multiple locations and conditions of use by the public. Experience with establishing standards and conditions for staff performance of work in an environment where areas of responsibility include multiple parks or service areas. Experience with natural resources within a large-scale company or department (defined as more than 50 parks or properties/contracts) Experience with managing the budget for a larger scale entity ideally $1M and higher. Three (3) years' experience in planning and executing a park or comprehensive landscape operation, maintenance, and repair program.
