This is an administrative and technical position responsible for planning, organizing, training, directing and supervising the work of a group of skilled employees in the construction, operation, maintenance and repair of electrical distribution lines. The Line Crew Superintendent is expected to have excellent oral and written communications with the public, elected officials, management, and fellow employees. General direction is received from the City Manager and Director of Electric. The Line Crew Superintendent is expected to demonstrate proficiency in all phases of electrical system operation, equipment functions and construction requirements related to installations, repairs, and project activities.
MACHINES, EQUIPMENT, TOOLS USED: Radios, computers, SCADA system, metering equipment, various electric meters, calculators, motor vehicles including bucket and line trucks, and electrical equipment; excluding meter testing and AMI equipment. This list is to establish examples but not intended to be all inclusive of every machine to operate, piece of equipment or tools to be used.
ESSENTIAL JOB FUNCTIONS AND DUTIES:
Plan, organize, direct, train, assign, inspect and supervise the work of linemen and staff.
Supervise, manage and be responsible for Electric Department in absence of the Director of Electric.
Supervise, or, when necessary, coordinate major projects with Department Director, Consultants, and Contractors.
Responsible for daily assignments of Department Crews and Contractor Activities.
Assist the Director in preparing the annual departmental budget and monitor expenditures.
Assist the Director in preparation of specifications for the ordering and solicitation of bids for machinery and equipment purchases.
Assist the Director when hiring, and evaluating employee performance. Makes recommendations for hire, promotion, discipline, etc. based on a formal developed criteria to measure the individual’s skills to be able to perform at the next level of proficiency.
Responsible for supervising, or, when necessary making field decisions.
Responsible for supervising, or, when necessary making decisions related to the Technical Coordinator.
Responsible for supervising, or, when necessary assisting in the delivery of all field activities during power outages.
Coordinate with other Departments and assist as necessary.
Responsible for supervising and delegating vehicle and equipment maintenance reports.
Oversees the training of line crew employees in all phases of electric line work.
Enforce City safety rules and regulations.
Required to make daily work progress reports.
Responsible for maintaining pole information database.
Assists in various duties after hours as required, including on-call, special events and weather-related emergencies.
Perform other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Thorough knowledge of substations and equipment.
Maintain knowledge of code standards and implement any changes.
Ability to work scheduled “On-Call” duties and after hours, as needed, for special events and weather-related emergencies.
Construction resource for Electrical Department.
Ability to supervise and complete paperwork and work orders.
Ability to read and interpret permit, blueprints, schematics, and scopes of work.
Ability to quickly detect malfunctions in electrical transmission & distribution systems.
Ability to transverse through SCADA screens.
Ability to interact effectively with other City Departmental personnel in process of task completion.
Ability to interact positively with public on a daily basis.
Ability to fairly and effectively delegate job assignments to Electric Crew.
Ability to effectively communicate clearly and concisely, both verbally and in writing.
Must be punctual, dependable, and also able to work overtime as needed.
Establish and maintain effective work relationships: fellow employees, staff, and management.
Ability to manage and supervise the Electric Crew.
Ability to resolve conflicts.
SAFETY REQUIREMENTS
Be familiar with all City safety policies and procedures as well as OSHA regulations regarding construction activities and linework.
Ensure with fidelity that proper safety standards are followed on the job for Department and Contractors.
Recommend purchase of safety equipment.
Report, abate, and correct unsafe conditions.
SUPERVISION RECEIVED: Receives direction from the Director of Electric and occasionally the City Manager.
SUPERVISION GIVEN: Takes active roll in supervision of entire electrical crew on a daily basis.
EDUCATION/EXPERIENCE:
Must have a considerable amount of administrative and supervisory experience.
Two-year degree in Electrical Engineering with an emphasis on distribution and transmission OR a high school diploma or equivalent and five or more years of directly related work experience in a lineman position is preferred.
Lineman Training Program Graduate or equivalent experience in the Electrical Distribution field.
SPECIAL REQUIREMENTS:
CDL-Class A with air brake endorsement.
Must meet the residency requirements of the City of Seaford Municipal Code Article 4 Section 2.4.1 which requires utility personnel to live within a 30-mile radius of the Seaford, Delaware City Hall.
WORK ENVIRONMENT AND PHYSICAL DEMANDS:
Environment: Work in the outdoors; significant exposure to extreme cold, heat, and noise, vibration, chemicals, fumes, odors, dusts, mechanical hazards, and electrical hazards; work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain.
Physical: Primary functions require sufficient physical ability to work in a field setting and operate assigned equipment. Positions in this class typically require climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing and repetitive motions. FREQUENT exertion of force in excess of 20 pounds to move objects. OCCASIONAL exertion of force in excess of 50 pounds to move objects. OCCASIONAL exertion of force in excess of 100 pounds, transport materials to distances up to 200 yards with or without assistance, grasp and grip to lift and carry equipment, hand and arm strength and foot dexterity to operate automobile or light pickup.
Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment.
Hearing: Hear in the normal audio range with or without correction.
The City of Seaford Electric Dept. provides electric power to approximately 5,211 customers (4,378 electric meters) within the city limits. The city owns and maintains 2 substations, 97.82 miles of distribution lines, both overhead and underground, and 2 miles of transmission wires, all overhead. This complex network of lines and substations is maintained by a highly trained and dedicated staff. The department consist of the Director of Electric, a Line Crew Superintendent, a Technical Coordinator and 8 Lineman. The Seaford Electric Dept. is committed to providing its customers with the most cost effective and reliable power possible.
In 2008 the City of Seaford purchased more than 114.2 million KWH of energy for distribution to its customers. Our peak demand was 25,400 KW in 2007. Its association with the Delaware Municipal Electric Corp. (DEMEC) allows the city to purchase electric energy at some of the lowest rates possible while maintaining price stability in a volatile energy market. DEMEC is a joint action agency consisting of 9 municipal electric utilities in the state of Delaware.
