Under general direction of the Deputy Superintendent, the Associate Superintendent plans, directs, integrates and coordinates the operation of the Human Resources department to enhance the utilization, stability and morale of the work force District-wide. Directs and promotes the overall efficiency and effectiveness of human resources programs such as recruitment and selection, employee relations services and consulting, classification and compensation, benefits, diversity, Human Resources Information Systems (HRIS), staff and professional development. Serves as the District’s top labor relations executive.
Essential Duties and Responsibilities
Plans, organizes, directs, coordinates and evaluates the Human Resources services and programs offered to support the District’s management philosophies. Establishes goals and standards. Manages and appraises performance of Human Resources staff.
Responsible for all aspects of employee contract management for the certificated and classified bargaining units, including collective bargaining proposals and negotiations; development of contractual agreements; interpretation and clarification of employee agreements, rules policies and procedures; development of job descriptions, classification and reclassification considerations; employee grievances; communication with management and bargaining unit employees.
Serves as the District’s chief negotiator and contract administrator with its collective bargaining units. Ensures a productive employee/employer relations strategy based on collaborative bargaining and problem resolution.
Researches and develops collective bargaining strategies. Analyzes and evaluates the applicability of contractual language and provisions. Formulates, proposes, revises and updates contracts, including interpretations and side letters of agreement.
Directs and interprets the provisions of negotiated labor contracts and the intent of contractual language. Provides direction to management and staff on contractual matters such as grievances, disciplinary and other adverse actions and performance appraisals.
Enhances the District’s organizational effectiveness by designing, implementing and facilitating collaborative processes with organizational units, administrators and staff.
Consults with staff at all levels on identifying training, team building, decision-making and problem solving needs and designs best practice interventions.
Develops, directs and facilitates a comprehensive training and development program for management and staff based on needs assessments, fair employment practices and professional growth strategies.
Plans, develops and directs the District’s performance management systems and processes. Ensures that management and staff are trained in carrying out and reviewing work outcomes.
Plans, develops and directs the District’s programs for job classification and compensation. Facilitates and implements the District’s philosophies on pay equity, competitiveness and job classification for executives, managers, staff and teachers.
Plans, develops, directs and monitors Human Resources services and systems for proactive recruitment and selection, diversity and equal employment opportunity, employee benefits, policies and procedures and employee information systems.
Plans, organizes and directs programs for engaging and developing new teachers and staff to the District’s standards. Plans and implements programs for recognizing and developing high potential staff members.
Plans, develops, directs and monitors the District’s disability management system; including medical leaves, FMLA/CFRA/PDL, Workers’ Compensation, reasonable accommodations and unemployment programs.
Develops, directs and monitors the District employee attendance system; including substitute and short-term employees.
Plans, develops, directs and monitors employee support programs, including; Induction, credentialing and compliance requirements and employee support plans.
Directs, monitors and carries out investigations, including complaints concerning school personnel and allegations of discrimination or sexual harassment.
Administers salary schedules for all District employees.
Responsible for the development and maintenance of employee records, including; personnel files, employee attendance, credentials, criminal background checks, tuberculosis clearance, CPR/First Aid clearance and certifications.
Ensures the District’s compliance with applicable employment laws. Directs and participates in development of personnel policies and regulations.
Directs and enforces fair and legally compliant employment practices by developing, overseeing and conducting investigations, mediating disputes and grievances and otherwise responding to complaints and issues around the standards of personal conduct.
Serves as the Fair and Equal Opportunity in Employment Officer for the District.
Provides direction, training and assistance for all management personnel regarding personnel matters.
Maintains liaisons with colleges, universities, local, state and national agencies relative to employee recruitment and personnel management.
Coordinates, recruits and assigns student teachers to appropriate classrooms.
In conjunction with the Business Department, assures accurate and timely position control and accurate information on all aspects of staffing.
Supervises preparation of annual employment contracts for certificated employees.
Directs and prepares Board meeting agenda items on a variety of human resources and labor relations action items.
Directs the development and maintenance of budgets for all Human Resources functions.
Directs and participates in the development of management information systems that facilitate internal and externally mandated reporting of Human Resources information.
Communicates directly with the School Board, preparing reports and makes recommendations as appropriate.
Maintains up-to-date knowledge and skills related to emerging trends and best Human Resources practices, legislation and the District’s philosophies on leading with its people.
Serves on the Superintendent’s Executive Cabinet and participates in District-wide planning, development and evaluation.
Provides direct assistance to the Superintendent in strategic planning, implementation, monitoring and evaluation of District initiatives and programs.
Develops and implements strategic vision and direction for the District in alignment with District Core Beliefs and Strategic Framework; provide technical and intellectual expertise regarding assigned functions; formulates and develops policies and procedures.
Informs the Superintendent of critical issues within the District and incidents about which he/she and the Board should be aware.
Develops leadership within departments and schools.
Supervises and holds accountable the performance outcomes and professionalism of administrative staff and their respective teams.
Works cooperatively with other departments and team leaders.
Maintains up-to-date knowledge of significant trends in education, legislation and regulations impacting the District.
Develops and revises policies for submission to the Board of Trustees.
Interprets Board Policy for management and non-management employees and the community.
Facilitates and coordinates collaboration and partnerships with community agencies, organizations and educational institutions in support of District priorities and results.
Performs other related duties as assigned to support the objectives of the position.
The position requires a Master’s Degree or higher from an accredited university with major coursework in business, public administration, organizational management, human resources or equivalent discipline, along with a valid California Administrative Credential and eight years of progressive management experience in human resources and labor relations, five of which will be in site-based and District leadership capacities.
